Honorable Dr. Stephen L. Johnson

Dr. Johnson served a distinguished 28 year federal career which culminated as the Administrator of the U.S. Environmental Protection Agency from 2006- 2009. He was responsible for 17,500 staff and an annual budget of 7.5 billion dollars. He was the first scientist and career federal employee to ever be appointed as Administrator. During his tenure he promulgated the most health protective air standards for ozone, soot and lead in U.S. history. Among his many achievements he established the first National Homeland Security Research Center, the first renewable fuel standard, the first water efficiency consumer label and certification program (water sense), and established the U.S. as the first nation in the world to review all pesticides in food, setting stringent standards for children’s health. Under Dr. Johnson’s leadership the agency pursued an aggressive enforcement program resulting in a record $51 billion in commitments from polluters. During his tenure the EPA received national recognition as one of the top 10 places to work in government. He is currently the President and CEO of Stephen L. Johnson & Associates Strategic Consulting, LLC, a full-service regulatory, government affairs and policy consulting group.

Johnson and Associates advise a diverse range of clients from technology startup companies to established Fortune 500 corporations on a wide-range of global issues including industrial chemicals, pesticides, product and food safety, energy and environment, transportation, sustainability, domestic and international policy analysis and interpretation, strategic and crisis communication. Their unique experience and expertise with all U.S. federal departments and agencies, international organizations (e.g. E.U., U.N., OECD) and numerous countries including Canada, Mexico, India, China, help companies strengthen corporate governance, improve strategic planning and execution, eliminate risk, drive market opportunities and improve profitability.


Andrew J. Littlefair

Andrew J. Littlefair is Co-Founder, President and Chief Executive Officer of Clean Energy, and serves on the Board of Directors of the Company.

Mr. Littlefair for eight years served as Chairman of NGVAmerica, based in Washington DC, a national organization dedicated to the development of a growing, sustainable and profitable market for vehicles powered by natural gas. In 2004, Mr. Littlefair was named an NGV Champion by the International Association of Natural Gas Vehicles (IANGV), reflecting his contributions to the growing industry.

Previously, Mr. Littlefair served as President of Pickens Fuel Corp (PFC), predecessor company of Clean Energy, which he co-founded in 1997 with Boone Pickens. Mr. Littlefair served as Vice President of Public Affairs at MESA Inc., one of America’s largest independent producers of natural gas. His responsibilities included federal and state government affairs (Texas, Kansas, New Mexico, Louisiana), as well as serving as Director of Mesa Environmental. In addition, Mr. Littlefair served as Mr. Pickens’ assistant for 10 years, coordinating special projects as well as being responsible for the company’s natural gas vehicle activities. Before joining MESA in 1987, Mr. Littlefair was Staff Assistant to the President in the Office of Presidential Advance. He traveled on behalf of President Reagan to 60 cities and seven foreign countries. Mr. Littlefair graduated from the University of Southern California with a B.A. in Political Science. He was President of the Student Senate in 1981-82. He is a member of the Board of Directors, Plains Capital Bank, Dallas TX; member of the Board of Directors, Reagan Library Foundation; member of the Board of Councilors, School of Letters, Arts and Sciences, University of Southern California (USC); member of the Board of Advisors, Wrigley Environmental Sciences, USC.

Ryan Baron

Ryan Baron

Ryan Baron is a Senior Deputy County Counsel for the County of Orange where he provides strategic counsel to the Board of Supervisors and the Waste & Recycling and Public Works agencies on contract and regulatory issues regarding utility regulation, infrastructure development, environmental law and administrative law. Ryan advises on energy regulations and policy that affect solar, wind, cogeneration, landfill gas to energy, and natural gas. He has advised on and appeared before a number of federal and state regulatory agencies. Ryan is also an adjunct professor of Administrative Law and Energy Law at Whittier Law School. Ryan previously practiced with a Washington, DC law firm specializing in regulatory litigation, and worked out of several countries on a federal investigation of the world’s largest oilfield services company. He received a J.D. from the Catholic University of America, Columbus School of Law and graduated with distinction from San Diego State University.

Ryan Baron

Rich Bluth

Rich Bluth is Vice President - Energy Management for the Irvine Company. In his position, he oversees enterprise-wide energy management initiatives including utility account database management, energy procurement, electricity sub-metering, Energy Star benchmarking, and demand response for the Investment Properties Group of the Irvine Company, which owns and manages 98 MSF of Commercial Office, Retail, Resort and Apartment Community properties primarily located in California.

Prior to joining the Irvine Company in 2006, he held positions in Facilities Engineering and Management for Skyworks Solutions, Conexant Systems and Rockwell International. He holds a BSME from Santa Clara University and a MSME from California State University-Long Beach and is a California Registered Professional Mechanical Engineer.


Harrison Clay

President of Clean Energy subsidiary Clean Energy Renewable Fuels, also serves on the Board of Managers for Dallas Clean Energy McCommas Bluff, Canton Renewables and CERF Shelby, Clean Energy’s landfill gas processing companies. Mr. Clay is responsible for leading Clean Energy’s efforts to produce and sell renewable natural gas (or biomethane) that is derived from the anaerobic decomposition of organic waste. Prior to joining Clean Energy in 2008, Mr. Clay worked at the San Francisco investment bank WR Hambrecht + Co. Mr. Clay has extensive experience in structuring and trading environmental commodities, venture capital, corporate and project finance and the clean tech and energy industries. Mr. Clay has a JD from the University of Virginia and a dual AB in Anthropology and English from the University of Georgia.


Daniel S. Cohee

Mr. Cohee leads the design, implementation, integration and construction of advanced energy storage and distributed generation projects for PDE. He led groundbreaking projects of grid tied lithium ion energy storage for a California Municipal Utility and completed a microgrid installation which combined solar, fuel cell, clean burning generator, and energy storage. He has managed design-build of over 30 MW in DC energy storage projects. Daniel also is the technical lead on the ESTCP 2012 Sodium- Metal-Halide Battery Energy Storage project at 29 Palms MCGACC. Forbes Online recently recognized this project as a “Top 12 Energy Project in 2012”. Mr. Cohee led the team on PDE’s leading-edge, Smart Microgrid project at the Electrical Training Institute. The system is a first of its kind, combining energy storage, solar generation, electrical vehicle charging and building load management in one unit. This project was awarded the 2013 Los Angeles National Electrical Contractor’s Excellence Award. Mr. Cohee is currently leading the design efforts for a smart microgrid project at Penn State University.

Prior to joining PDE Daniel was responsible for 5 western states at MCI Telecommunications (now Verizon) and successfully managed over 60 million dollars in electrical, mechanical, and control construction projects. Daniel attended California State University Long Beach and holds a bachelor’s degree in Political Science.


Scot M. Duncan, P.E.

Mr. Duncan has been designing energy efficient central plants and innovative control systems for more than 30 years. A frequent speaker at industry events and subject matter expert in central plant efficiency, thermal storage and demand response, Mr. Duncan founded Enerliance in 2005.

Enerliance was founded with a single purpose; commercialize a scalable, integrated software platform that delivers HVAC Energy Efficiency, Automated Demand Response, and Fault Detection & Diagnostics to commercial facilities. The result is the LOBOS platform, which is currently optimizing more than 40 million square feet of commercial real estate and providing more than 20 megawatts of automated demand response capacity to the Southern California grid.
